REPUBLICANS HOLD BECKER COUNTY CONVENTION IN DETROIT LAKES
Republican Delegates, Alternates and guests from precincts across Becker County met March 3rd at the Detroit Lakes Holiday Inn to convene their 2012 County Convention. Eighty delegates were seated to conduct the business of the Convention. The agenda included Election of Delegates and Alternates to Republican Congressional District 7 and Minnesota State Conventions as well as consideration of Resolutions for the Republican Party Platform.
Delegates elected for the District and State Conventions are Jackson Agather, Thomas Augustin, Peter Balega, Eric Brainard, Patricia Crabb, Ben Grimsley, John Moberg, Tom Mortenson, Ed Nordgulen, LaVonne Nordgulen, Carol Ristinen, Les Ristinen, Jordan Thielen and Joe Weitzel.
Alternates elected are Jackie Balega, Jim Beckner, Rita Boyce, Dick Duffney, Brian DuVall, Bev Farner, Gaye Harris, Steve Hershberger, Jennifer Hoban, Joe Ed Knopf, Pamela Mortenson, Sharon Mortrud, Anita Ringstrom and Cindy Skogen.
Becker County Delegates also considered 27 Resolutions which originated from the Precinct Caucus meetings in February. Nineteen of the Resolutions were adopted by the Delegates to be forwarded for consideration at the 7th District Convention on March 30 – 31 in Alexandria, Minnesota. The Resolutions address issues promoting economic prosperity, educating our children, preserving civil rights, protecting public safety, strengthening the rule of law and defending America. Resolutions that survive the District Conventions and the State Convention in St Cloud on May 18 – 19 will be incorporated into the 2012 Standing Platform of the Republican Party of Minnesota.
Addressing the Convention on Saturday were Steve Green, a State House Candidate for District 2B and Dennis Moser, a State Senate Candidate for District 2. Also announced was Gretchen Hoffman who is running for US House seat for the 7th Congressional District. Becker County Republicans meet at 7:00 PM the 2nd Thursday of each month, normally at the Detroit Lakes City Administration Building. All Republicans are encouraged to attend. Becker County Republican Convention Proposed Rules
March 3, 2012
1.The order of business of this Convention shall be listed in the official Agenda of the Convention, subject to the discretion of the presiding Chair.
2.The business of the Nominations Committee will be concluded on Friday, March the second of 2012.
3.Robert's Rules of Order, Newly Revised, shall be the parliamentary authority on all points not covered by the Constitution of the Republican Party of Minnesota, the Statutes of the State of Minnesota, the Official Call of the Convention, the Becker County Republican Party Constitution or the Rules adopted by this Convention.
4.A quorum shall consist of 30% of the duly elected delegates registered for the Convention as given in the preliminary report of the Credentials Committee, and shall be superseded by 30% of the duly elected delegates and seated alternates as given in the final report of the Credentials Committee. Once a quorum has been established at this Convention, there shall be no further question as to the quorum.
5.These rules shall not be amended nor suspended except by a two-thirds vote of the Convention.
SEATING OF DELAGATES AND ALTERNATES
6.The permanent roll of the Convention shall be constituted as follows:
a.The duly elected delegates from each precinct who are in fact registered and present.
b.If a delegate to this Convention is absent, then a duly elected alternate from that precinct shall be seated in his/her stead.
c.If no duly elected delegates or alternates from a precinct are present, that precinct shall have no representation.
d.A delegate who is unable to attend a County convention shall have the responsibility and privilege to appoint in writing, an alternate to take his/her place at the convention. If no appointment is made the seating of alternates shall be decided by the seated precinct delegates. If there are more alternates than available seats, election to the open seats shall be by voice vote or secret ballot.
7.The voting strength of each precinct shall be the number of delegates and seated alternates present on the floor.
8.The Credentials Committee shall make their final report prior to the election of Congressional District and State Delegates and Alternates, prior to the ratification of the platform, or when requested by the Chair.
9.After the final report of the Credentials Committee is adopted, no delegate or alternate shall be permitted to register.
SPEAKING
10.A delegate or seated alternate wishing to speak shall rise, address the Chair, and state his /her name and precinct, and the purpose for which he/she rises.
11.Debate on any motion or subject shall be limited to two (2) minutes by each speaker. No person shall be allowed to speak more than twice on the same subject. No person shall be allowed to speak a second time until all those who desire to speak have first had an opportunity to do so.
12.The Convention Chair shall appoint a timekeeper for the purpose of timing discussion, debate, and speeches during the Convention.
13.The Convention Chair at any time may invite any officeholder, candidate, or distinguished guest to address the Convention for a period not to exceed four (4) minutes. (The keynote speaker shall be exempt from this rule.)
VOTING
14.There shall be no voting under the Unit Rule at this Convention.
15.Only delegates and seated alternates registered and present at this Convention shall be permitted to vote.
16.Election of delegates or alternates from Becker County to the 7th Congressional District and State Republican Conventions shall be by secret ballet.
17.The vote on all questions shall be by voice vote subject to the following restrictions:
a.A rising vote shall be taken if requested by two delegates from two separate precincts, or at the discretion of the Chair.
b.A roll call vote by precinct shall be taken if requested by five or more precincts.
c.A secret ballot may be moved by any delegate and voted up or down.
d.A tie vote on any matter shall be decided by the vote of the presiding Chair at the time of the vote.
18.If there is a dispute as to the vote of any precinct, the Chair of the Convention shall appoint the Credentials Committee to canvass the vote of said precinct, and the judge shall report the same to the County Convention.
19.No second shall be required to a motion to adopt the report of any committee.
20.When a motion of “previous question” has been ordered on any proposition on which there has been no debate, it shall be in order, before the final vote has been taken, to debate the proposition for four minutes, with half of that time allotted to those in favor, and half to those in opposition to the proposition. The same right of debate shall be allowed whenever a motion to “lie on the table” has been made on any proposition on which there has been no debate.
ELECTION OF DELAGATES AND ALTERNATES
21.Each person seeking election as a delegate or alternate to the Congressional District and State Conventions must be pre-qualified by the Nominations Committee. Each person seeking one of these delegate or alternate positions shall understand the duties of that position and be willing to fulfill them. (Refer to Article IV, Section 3, of the Becker County Constitution.)
22.The Nominations Committee will present to the County Convention the ballot of the pre-qualified, prospective Delegates and Alternates to the 7th Congressional District and Minnesota State Republican Conventions. The will names appear alphabetically on the ballots, except those added to the alternate list after the delegate vote.
23.Nominees for Delegate or Alternate whose name appear on the ballot may address the Convention for the purpose of stating their qualifications and their stand on issues and candidates for a period not to exceed one (1) minute.
24.Voting for delegates and alternates shall be done on separate ballots. The 14 people who receive the most votes on the delegate ballot shall be the elected delegates. The names of those not elected from that ballot will automatically be placed on the alternate ballot.
25.Ballots cast for delegates or alternates must not contain more than 14 selected names. Any ballot with more than 14 selected names, or more than one vote per name, will be considered spoiled and be discarded.
RESOLUTIONS
26.Only resolutions passed by the precinct caucuses will be brought before the Becker County Convention.
27.Any resolution presented to the Becker County Convention must be supported by the individual proposing such; otherwise it may be tabled by the Chair of the Resolutions Committee as being without adequate explanation.
28.If there is discussion of a resolution, rules #11 and #12 of the Becker County Republican Convention Proposed Rules shall be applicable.
